Yep you can! Remember to maintain a minimum of 1.83V for electrolysis to occur. But I reccomend using a PD of 10V atleast for faster electrolysis.

For safeties sake I might move the tanks and storage to your back, then build a shock absorbing back plate. This way if anything goes wrong you won't blow up anything important, and just get thrown forward. Want to see more of your videos!

the syringe method with springs is great. I had a similar idea, but not because i wanted to measure the gas but instead for pre-pressurizing (to increase output power) small quantities offcourse since its dangerous
