What you said is true when there is a bipartisan system for appointment of election commissioners. Today there is a 2:1 ratio of the ruling and the opposition. In a scenario where election commissioners may be biased, ballot papers are the better choice due to their inherent transparency. This is NOT about rigging. Stop diverting the subject.
