Is it possible for a project manager to easily change domains?

We often see posts and hear arguments that a project manager can readily and quickly move from one domain to another. All that a project manager needs is project management knowledge and experience. Since project managers focus on management, they do not need to be technical experts.
Well, we agree that project managers do not have to be technical experts, but what about domain knowledge?
