I've done "Stand Tall on the Four Pillars" on a shell in Shifting Sand Land. There's normally a shell in that level. Did it years ago several times on N64, it's my preferred way of doing that star. You must have not surfed over the top of each pillar enough times, it takes a few to trigger the game script or whatever.
