Just because a discovered rock-cut tomb was identified as Jesus' tomb, it doesn't mean it was done based on any prior oral tradition. Another historically plausible option is that digging was being performed until a random rock-cut tomb was found and it was then identified as Jesus' tomb without any oral tradition behind it.
