Galactus is a complicated topic. He both is and kind of isn't a jobber. Due to the fact his satiety levels typically determine his power level, a lot of his sillier or questionable losses/fumbles can be natively explained away with that fact. Beta Ray Bill would never be able to take a well fed Galactus in a fight but going around destroying planets to purposefully starve Galactus out is a genuinely viable tactic that makes sense, especially if Galactus is fairly starving to begin with. On the other hand, like was already mentioned, when Galactus really gets fed and powered up, he can threaten the entire multiverse like when he fucking ATE Dormammu and started absorbing the entire dimension of magic itself, causing science and magic to fuse on a multiversal scale. I think it's one of the few cases where it's perfectly fine if a character sorta "jobs" since there are in-universe explanations built in that actually DO make sense.
