Yeah and you consider really from North if you from Pyeongan or Hamgyeong province. Hwanghae and Kangwon are more in center. And this depend when his great grandparents migrate if they migrate during imperial and colonial period they will just consider Korean from northern part not North defectors if they migrate during mid of split aka pre war korea or UN force retreat like hungnam evacuation. They will consider as refugees from North but still distinct from group who called as North Korean defectors.

Theres a reason a lot of people talking about their ancestry will phrase it as Northern Korean, because at the time their family lived there thats all it was it was just the northern region of the country, when the hard split happened a lot of people got completely seperated from their families some people had moved south to study only for a war to break out and they never got to see their family again.
