When I think of tartares, it reminds me of that one scene from _Mr. Bean_ where he tries to hide it from the waiter. The steak tartare that he ordered lacked any seasonings nor an egg that supposed to mix, which explained why he isn't satisfied with it. Anyways, I think the tuna tartare mixed with kikkoman soy sauce and wasabi is pretty good.

Thekeg thing regarding the safety of eating raw beef is that it needs to come from a freshly slaughtered animal. Preferably, not over a day or two. Because with time, more and more bacteria can start to grow in the beef increasing the chances of food poisoning, but if it's fresh then there are absolutely no worries, and this is even true for other types of meat as well EXCEPT for any bird meat.

With red meat, it’s usually safe to eat raw as long as you either boil it for a bit just to cook the surface since the inside is safe to eat as red meat is tougher than white meat like turkey and chicken or you freeze it long enough to kill the surface bacteria. Bacteria doesn’t usually penetrate red meat due its density unlike chicken and turkey. Also, some muslim countries like Lebanon eat tartare like there’s a lamb tartare that’s also pretty popular there

Then it isn't raw. There is a turkish dish called cig kofte which traditionally has raw meat in it. Ofcourse you would eat this fresh and have a stomach that is used to it. In the It has a lot of spices and you eat it with lettuce, lemon juice and pomegranate molasses. Putting it in flatbread is also possible. In the past every cig kofte restaurant or "snackbar" sold the meat variant but this was banned and there is a vegetarian version of it now. Only luxe restaurants prepare it fresh now or you can make it yourself (which takes hour(s) of kneading the meat).

Sometimes when I’m cutting up raw meat for our pets I’ll have some myself (especially beef). Chicken is also good but it’s texture is more slimy. The only part I won’t it eat is the fat, it’s really off putting for me. In Pakistan, some butchers (north side) will slice raw bits of fat off and chew it while waiting for customers. In regards to your meal, I’d rather have the yolk separate to the meat (than mix them together).

Salmonella is only found in white meat and yes you can get it from red meat, however, red meat is much more tougher than meat like chicken. So, it’s safe to eat raw beef as long as you just boil your cut for a bit just to kill off the bacteria on the surface or you flash freeze it to make sure all of these bacterias are also dead. You’ll only get salmonella from chicken and turkey regardless of how you prep it

If it’s freshly killed, it’s usually safe to eat. However, if you aren’t sure, make sure the beef or lamb cut is extremely high quality you either flash freeze or boil for a bit since the surface is only contaminated with bacterias. So, doing either of that will kill it and the inside is safe to eat as red meat is tougher than white meat like chicken and turkey, so you’re not going to get sick as long as you get it from a trusted source
