IMO, WA needs to define sex categories, male & female because that's what is actually in debate here. What are the primary conditions an individual needs to satisfy, naturally, in order participate in the female category? Not the level of testosterone or personal identification - something objective. Other than that they can never truly satisfy a "level playing field".
