For the $200 quarterly credit: Would I be able just but $50 gift cards every 3 months and accumulate them and use them to purchase future trips? I'm assuming quarterly as in Jan-Mar, Apr-Jun, Jul-Sep and Oct-Dec.

There are reports online of people doing this exact thing with gift cards and getting the credits. Just be aware that you may be charged for shipping with the gift cards. Your understanding of the quarters is correct.

I’m going to get rid of it. Should I downgrade it or cancel it?

After calling to check if there's any retention bonus, I generally try to downgrade rather than cancel in case I may want to upgrade the card in the future. But if you've never had the no annual fee Hilton card before, you may want to cancel because downgrading will make you no longer eligible for the sign up bonus on that card.
