This is somewhat biased, you've failed to mention another ToR which asks the 15th FC to consider progress made by states to control population and there is an economic perspective to consider 2011 population census and even 14th FC gave 17.5 weightage to 2011 census. That being said I've believe the fear of southern states is well-founded as there strength in parliament would be undermined if this trend continues. So population should not be the soul criteria in federal relationship.

Not only this sugar required for south is 5.5 mt due to drought and less interest in farming in sugarcane production of sugar reduced to 3.5 mt from 6 mt thus south become sugar importer, nearly half of the sugar in India is produced in UP. if south imports sugar from other countries they will get it for Rs.10/kg but center is stopping from importing sugar by imposing high import taxes and making us to by from UP at Rs.45/kg. they are not only looting us from taxes also form this kind of partiality. coming to wheat and rice. they never talk about rice and minimum price for rice. they always talk about wheat and subsidizing wheat where as rice is single largest crop cultivated in large area of India, because that area is in south. the are just few how north looting south south brings about 50% of Indian foreign exchange still they can not import sugar from other counties and they have to buy north Indian sugar for what ever price they say.

It is interesting to note that we don't have any dedicated department under any Ministry at the centre or state level that extensively deal with policy of population control measure. Population control measure is an optional measure of some Ministry like M. of women and child development, Health and family welfare etc. I think govs should pro actively include population control topic in its policies and debate about this on national and state level so that like beti bachao beti parao, beside gender sensitization, community who is marginalised also understand that birth control is also an equal effective measure for achieving poverty free life. And above all finance commission measures like taking population as parameter for fund allocation would then not become demographic disaster for other states. Things such as 1. Education 2. Health 4. Population control are very very basic facilities for people from gov side and only and exclusively tool for building a "New India" in near future.

If you see the data including economic survey it says the coastal states have economic advantage so better infrastructure and less disease burden but states like UP, Bihar, and some North Eastern states are in the hinterland of country have high rates of unemployment vis a vis high population. Though I love Scroll videos and whatever is stated in the video seems convincing. But at the same time it shows only one side of the story. It does not take into account the historical skewed revenue allocation to different regions during British Raj. Also after Independence, policies like freight equalisation immensely damaged Eastern states, economically and socially. Green revolution favored a particular region. Policy of MSP benefits only a couple of states. So, before talking about discrimination, we should take into account all the policies of the Central govt after independence and historically crippling laws like Permanent Settlement Act. Also, for how long are we going to use 1971 census? Southern states have been rewarded for controlling their population by disproportionate allocation of seats in Lok Sabha and Rajya Sabha which helped Southern States for 3 decades. So, we need to find a balance acceptable to all the stakeholders such that underdeveloped States get their due without which they would never be able to catch up with developed states. For a strong and united India, we should aim for balanced regional growth and treating every Indian equally with respect and without any disparaging remarks.

If any problem with company - divorce, any problem with the other states - divide. This might look quick fix. But the implications will take all regions to go backward. Yes there are problems right now. This can be achieved by proper discussion not with divorces. We will be optimistic about this current problem and I am sure this problem will be addressed. 15th Finance commission chairman Mr.N.K.Singh agreed that he had not taken complete region into account while devising the formula for devolution of funds. Maharashtra has been a largest contributor to the Union taxes and also the fastest economically growing state since last 70 years . But we have not received the same returns from centre . The people of Maharashtra have also embraced hindi language and never complained about it. But the way some of the South Indian are commenting and asking for a separate state nation feels disheartening. Few politically motivated statememnts or policy's should not be the reason for us to make such stupid statememnts. We are proud people of a proud nation.

If Marathas want to lose their tax share, that does not mean Southern States should also give up their tax share. tax allocation should be frozen permanently at 1971 levels of population.Even then , South will be subsidizing North India. But, it is better than South India's share being eaten away by inept planning of LALUs! Let them pay for their own dough ! Scroll.in, this is the case everywhere. Even in a country like the USA, states such as NY and California contributes the largest amount of revenue to US economy and now is also the most populous. Let me also tell you that population increase in CA is due to high rate of migration of people looking for better opportunities. What the Finance Commission should do is put money in Infrastructure and water management in the Southern States and give ease of doing business for Tech Companies which are the primary source of income, while putting more focus of population control and agriculture in the BIMARU states. 2011 census is taking into account a registration of population and not actual population demography and spread. For Example, I am a registered voter in Assam but I am in Karnataka working for the past 3 years. You are counting me in Assam and not in Karnataka. The Southern people must also understand that they aren't being punished for controlling population, people migrate and will take up opportunities. If the population control measures are not done in BIMARU states and also development is not done, then it will hugely impact the jobs in Southern states too. Not All 5 year plans have to go in the same way. Sometimes, one needs to adjust for a longer benefits

Nice propaganda to divide the nation. Some of the facts which the video didn't mention. 1. North Indian 4 states have 150 + MPs. South Indian 5 states have 130+ MPs too. 2. South Indian states rank by population. 6th - Tamil Nadu 8th - Karnataka 10th - Andhra Pradesh 3. India's highest revenue generation comes from Maharashtra. 2nd - Andhra & Telengana 3rd - Karnataka 4th - Tamil Nadu 5th - Gujarat 6th - Delhi 7th - UP 8th - Rajasthan 9th -Kerala 10th - Haryana. Maharashtra revenue generation is more than Andhra + Telengana+ Karnataka together. Btw my mother tongue isn't Hindi. Neither I belong to North India. Just stating the facts. India is running collectively. All need to help mutually and live. Take example of USA, Russia, Australia etc. They get their 50% revenue generated only from 5% of their lands.

half baked truths. see the per capita income of bihar and up about 36000 and juxtapose it to around 2 lacs per capita income of south states. CD-R I.e credit deposit ratio is alarming in poor states. about 20% in bihar and 112%in andhra I.e deposits of biharis are given back as 20% to its people as loans others go to south states. How many institutes of excellence or isro or drdo or whatever is in bihar. 0. poor biharis provides cheap labour to the rapid urbanisation and industrialisation of south states working as low as 5000 per month. what was money paid back to bihar after dividing it as what is paid to andhra which is richest quartile states as per capita income. greed and bad polity has no end. remember freight equalisation policy introduced in 50 which drained wealth from poorest state of bihar and odisha and fueled development of industrialised states. devolution from centre is very little as a portion of their budget as they are becoming more and more self reliant. for an example almost half of lifetime savings of around 1 crores of a middle class family in bihar is spent for children's education in Bangalore or other states due which in turn generates immense wealth to southern states. Not only labour but more than that capital from bihar funds development of southern states. Cool brother cool!! I still believe in federal structure of India. Any state which is having less Percapita income should be taken up. It is responsibility of both state and Central Govt, state govt would be having more responsibility. For the past 5 decades I believe more funds are being diverted to states like UP, Bihar, and other less income earning capable states if I am not wrong. Previously the economic development of the state depend on the resources available to the state. For the past 3 decades, Human resources is enough to grow economic condition of any state or country. This has been proved by Singapore, Malaysia and many other countries in the world. Bihar state not being developed everyone in the country knows that the state Govt is not capable and cannot able to utilize what has been given for the past 3 decades effectively. If it is like that even for the next century, the situation wont change. Development of any region depends on 1. Literacy 2. Sanitation 3. Health facilities 4. Higher education In all the above factors Bihar has not improved much. Where the money is being spent then? Why basic development parameters are not even moved yet. Even industrialization comes, it wont have much effect if the above are not improved. Don't Bihar Govt know that? Please stop talking like the so called politicians who want to live on agitations by putting quarrels between people. We are educated now. Don't you know racism is not good for the economic development of a region? Aryans, Dravidians What difference it makes in today's world? Politicians want us to live like people in olden days brother, by putting quarrels between us and they can live on that. We are not against Bihar development brother. We would love Bihar to be competing with most developed states in india right now. But not at the cost of making other states coming down. Do you know if 15th finance commission is implemented the southern states will lose 1L crores a year as a part of devolution of funds? And one more clear thing, Bihar and all other hindi speaking states are not getting developed not because we are not giving enough money, but because of local politics and national politics. In those states politicians dont want people to get developed with the only notion people should hear whatever they say. Hyderabad, Bangalore, Chennai are not developed by National parties or central Govt, but by local Govt. Ofcourse policies are given by Central Govts. But effectively utilized by state Govts.

Joyal kurian A unified language allows for easy trade, travel and communication. I don't want to learn a new language for every state I visit. I would gladly learn Hindi if it became an official language. It is not hard. There is no official language in the US, but English is considered the official one, and it makes communication very easy. Likewise, countries in East Africa adopted Swahili as a lingua franka even though it was only spoken by a small minority in Kenya and Tanzania. Now, all the people can easily communicate with each other. You should say India's disunity lies in diversity as nothing ever works!
