At the most basic level. It’s simply the plan of the direction the zoo is heading. Rather than simply bringing in animals that are available and working out where to put them. Any good zoo first takes a look at what they have, what space they have, what finances are available, what their education or conservation goals are etc. from there they will make a plan of what species may come in moving forward, what of their current species will potential breed or by phased out. All with careful forethought to achieve the aims and goals of the zoo. This is sometimes obvious to the public when a major redevelopment is announced, but also at its most simple level zoos will often plan long term what they want to breed or phase out, ensuring they have the space, finances and know how to best care for their collection. It’s certainly a complex topic worth exploring, it’s probably worth finding a contact from within the industry who can explain their experience. While I’ve been “in the know” about potential developments as a keeper, and kept in the loop about the future of our collections, parts of that decision making was often far above my pay grade!
