If it's after a made basket and the ball doesn't touch the inbounds area, he is fine. Even after the time-out. If it's not after a made basket it's illegal because he moved more than 1 meter sideways

Rule: after a made basket, the defensive can move along de line, even drible or pass to a team mate, withing 5 seconds. If its inbound for violation he can not move but in one diretion one step but can dribble the ball up to 4 seconds . . .the ball touching line or out of bounds is after the release and has to do with ball going out of bounds without been touched. Violations that have no impact on a play, should be neglected!

Yes, it is illegal if there's a whistle causing an out of bounds throw in. However, if the ball were to be out of bounds after a made basket then it would be fine.

Ball becomes live when it leaves his hand, so he basicly dropped it out of bounds. Thats just my opinion

Ball becomes live when he has it at his disposal, it hasn't gone in bounds yet though, so how can it go out of bounds. The rule actually states "The player taking the throw-in shall not cause the ball to touch out-of-bounds, after it has been released on the throw in." Has it been released to throw it in?

It was after a timeout which was after made basket, so yes he is allowed to move more than 1m. It looks ugly and I am guessing that is why it was called, but in reality I think you are correct it should have been a legal move, yet they called it a violation
