This song is about their late guitarists wife maybe having to do with his death some years back. After he died, she began trying to sue them for royalties and other things for money.

Most definitely about her. “ where were you when he fell” referring to how he drowned in such a small amount of water. “ damn you, damn him damn you for tolerating you” refers to the toxic relationship they had but they all tolerated her instead of cutting her out” and “ you can’t be cut out cause you were never in” referring to as you said her suing them for royalties even tho she didn’t do a fuckin thing. It’s most definitely about Oli’s widow.
