What are your thoughts about a very experienced IT PM being brand new to a large company with no or poor onboarding and assigned a big complex project on the third day?

That's not that uncommon. I always say that dealing with such cases is the true sign of a great project manager. Obviously, you need to double-down on stakeholder management. Then, you need to identify the nearest critical milestone. It can be right around the corner for you. At the same time, you need to check what the organization has in term of processes, tool, and templates for project initiation. After that, I would focus on creating a project charter ASAP. Based on the circumstances, I'll adjust priorities. But these are the essential steps.
