In the rules book there is stated adjecent = connected by a street. So in your example also a brown building can be build and the cost is white and grey block only

Looks like a more interesting version of sunrise Lane and I really like that game. I'll have to pick this one up.

It did have some similarities to Sunrise Lane but also felt very different as well
