In regards to the plumbing of the toilets, doesn’t one version have issues with bad smells versus the other? I can't remember which one, the S trap or the P trap. Do the toilets on the upper floors use a different trap than the ones on the ground floor?

You can use either S-Trap or P-Trap for any and it's fine. The smell may be as a result of improper sizing of vent pipe and not necessarily from the WC. Each of the Traps, whether P or S holds water to prevent back smell unless the WC wasn't designed well

Could you have skipped lintel and the 2 block work on top of it? What should be the implications if you had skipped lintel and directly had constructed the decking

We could have skipped lintle, but would have still required a beam before thr decking. Usually, the lintle also helps for more stability.
