I think the question in this game was always going to be could California (the highest population state) get in enough fights to get to bigger middle of the country states before the east coast merged into something too powerful, and it turns out the answer was just barely.

One wayyou can make this more fair for the smaller states is by having the attacker have the bigger number when spinning. For example, if arkansas attacked texas, arkansas would have texas's initiel odds of winning. This would make the smaller states and bigger states basically be super affective on eachother.
