You would also have to consider the casualties from annexing another state, and not just add the populations. I think a good solution would be adding 10% of the annexed states population to the winner.

One wayyou can make this more fair for the smaller states is by having the attacker have the bigger number when spinning. For example, if arkansas attacked texas, arkansas would have texas's initiel odds of winning. This would make the smaller states and bigger states basically be super affective on eachother.

I think basing the win chance off population was interesting, but i do feel like the result was heavily affected by opportunity to attack.
