ISIS I believe is trying to destabilize Afghanistan. Remember ISIS lost their HQ and their leadership positions. Using Afghanistan as a base of operation is their dream. Tajikistan is worried taliban and other groups might destabilize them since their leader is unpopular and tajiks in Afghanistan could launch and insurgency in Tajikistan and claim to "liberate" the country from dictator. This is what happens on the geopolitically stage. And with no allies and being isolated by the international community afghanistan could be attacked by anyone and no help would arrive from outside.
