Three alters in one Vault is a real achievement, and something like a temporary +5-10% buff as a part of a favour to gradually increase the chances for each one you do could go a long way (and if it resets when you exit, there's your balance). It's a pity you don't get a temporary buff of some kind to make multiple shrines of the same type more rewarding.

Well, I mean, wither skeletons have their heads but drowned from spawners dont have tridents/shells/rods, so it makes sense they dont drop it
