The skulling issue you were running into around 12:30 actually isn't a bug, I'm assuming you previously attacked him on that same world at some point recently before that- they added it a while back that you basically can't skull, lose skull, go back to the world you skulled on someone in, and then not get a skull for attacking them even though you "attacked" them previously (think its a 20 min timer or whatever the regular skull timer is)
