They didn't buy their freedom, but diplomatic recognition. Something that Haiti, being a nation born of a genocidal slave revolt, was struggling to get. The Haitian leadership at the time thought that getting it was the first step towards rebuilding the country and putting it back on the path to prosperity, and so was willing to pay any price for it (the gambit didn't work, obviously). They did also pay reparations for "lost french property (slaves). In that sense, the Haitians did technically buy their freedom, except that by that point they had already paid for it in blood. In reality, it was just an excuse the French used to take advantage of Haiti's desperate situation and humiliate them at the same time.

​@@lavaknight3682 haiti was the first western slave revolt that succeeded. insofar as Haiti has a tradition it's shooting slaveholders. thanks to this, they got absolutely turbofucked in a way the Americans didn't: when the Americans ran to France saying "hey if you back us you can really piss off the English" the French said "hon hon hon sounds good to us here have a bunch of money and guns and naval support." when the Haitians ran to England saying "hey if you back us you can really piss off the French" the English said "oi mate it's not even that you're black, it's you saying peasants are allowed to kill inbred aristocrats for torturing them. we take that MUCH more personally than the black thing. fuck off." as a result of which the Haitians had to pay back the French for their losses in the Haitian revolution, with interest. basically imagine if America's reward for independence was having to pay England the cash value of all the land in America, all the buildings, and all the people. we had a hard enough time paying back some of the French loans, if we'd gotten the Haiti package we would probably not be a country

Haiti in 1936 is a sham Democracy, but as best as I can tell from casual searching his party should probably be named the "Union Patriotique d’Haiti" instead of "Vincent." Direct American occupation of the island ended in 1934, and following the pull-out Vincent forced a new constitution through the legislative branch that allowed himself to dissolve the legislature (which he did before the timeframe of the game), reorganize the judiciary branch, and appoint senators at will. He turned himself into a dictator and stamped down political opposition to protect his power, going so far as to purge his military leadership. Any focus tree mod for Haiti could probably get a lot out of the internal tensions between the mulatto and non-mulatto populations in the nation, Vincent extending his term by 5 years and then choosing to step down for his successor, and the massacre in 1937. Maybe a Haiti mod can use a popularity system for him.
