No, they said they DISMANTLED 18 out of the 24 battalions before. Now all major battalions are dismantled. It just means they are no longer able to perform and coordinate large scale attacks anymore. Many are still alive though and regrouped into smaller terror cells to avoid detection.

The state land was Ottoman Empire land for 300 years, but the British took over it during Ww1. 2 state solution was proposed, which Arabs declined due to greed and attacked Jewish state.
