It doesn't sound as if he's basing his comments on the massacre that occurred, or the fact that Hamas forcefully makes civilians remain as shields, or the fact that their numbers of civilian casualties is way off. Israel will do what it has to do after waiting for a time. And I sincerely hope she does.
