Dear, there can never be an exchange if only one side has the hostages. Please do understand what Hamas has asked. They asked Israel to release prisoners who were charged of violence, incitement and other illegal stuff in exchange to the hostages (who have no fault, apart from being in a festival) who have been living under its disastrous captivity. So, releasing criminals is never an option to start in the first place. Hamas has set such a condition that the ceasefire option dies at the very first point.
