The occupancy of buildings is known: both to local residents and Israeli military strike planners. It'd be fair to estimate casualties based upon known occupancy of destroyed structures. As I stated, civilians have very little comprehension of the intelligence gathering and careful targeting protocols that are used to minimize collateral deaths in modern conflicts.
