Not dilemma but pragmatic practicality. Israel has her hands full with Iran , Houthis, Syrians , Shia militant groups of Iraq on her own borders. The system like the Iran Dome cannot be established in another country fully synergised in 5 years. Iran is already attacking and threatening Israel by proxy and otherwise. You don't reinforce a potential failure with technology they cannot handle in the short time available to them.
