I don't think you can understand this without going into detail of how the F35 supply chain works, it is very different than any other aircraft that went before, lockhead martin move the parts around as they see fit, its not up to the UK government or the RAF, just because the parts arrived at a UK base does not mean the RAF own them or even paid for them, and they can be redirected as needed by the F35 program, this is the first time this model was used (in an attempt for the US to save money on keeping stocks of parts) and it has been facing a lot of criticism with aircraft being grounded as the parts did not arrive on time.
