The spokesperson didn't compare bombs and stones, but that throwing stone is means for imprisonment (stones have killed civilians in the past and are an act of terror). Hamas uses Palestinians as human sheilds and when Israeli aircrafts try to target Hamas facilities that unfortunately include Palestinians, those are caught in the crossfire. Hamas wants their people killed because it increases their PR. Israel tries it's best to minimize harming civilians, but they are purposely situated to take the hit. Not sure what you saw in the interview that compared bombs and stones (especially since they occur in two completely different areas)
