What Pennywise (It) was saying when he was in the well was a poem that's used as a vocal exercise, and Bill uses it to help with his stuttering. The full poem is "Amidst the mists and fiercest frosts, With barest wrists, and stoutest boasts, He thrusts his fists against the posts, And still insists he sees the ghosts." I think some people in theater still use it to warm up for their lines. Also, in regard to the adults being creepy or kinda off, "it’s explained or at least implied that he actually effects the town every day and at all times. He preys on the children every 27 years, but he kind of slowly feeds on the town everyday. His presence and power is essentially effecting and enhancing ever negative feeling and instinct felt by everyone within Derry. So all of the variations of bad parents, creepy adults, and nearly psychotic youths are all made worse and nurtured by Pennywise’s presence."

When I was growing up, there was a rule that if it was raining but no lightening/thunder, then we could go play in the rain. I had the same rule with my kids. My girls were toddlers in 1990 so they were too little to be out playing by themselves. When they got older, I always was outside with them in the rain. Also, my family calls me Georgie so hearing Pennywise say it still sends a shiver down my spine.

One of the best horror films of the decade. The direction is absolutely terrific. He puts us squarely in the minds of these twelve year olds. IT feels totally genuine. Wish I could say the same for IT Part II, which is okay, but not a superior film like this one.
