Well the problem is the entity itself doesnt have that degree of power. IT cant do mass or group hallucinations for everyone. Well, this is the great psychological twist in King´s story: kids have the way greater power of imagination and often accept things as they understad them - not necessarily need to find some obsessive rational explanation for it. That´s why they can adapt faster (which makes them more flexible and stronger in such a situation) and find more creative ways to engage. - And according to the novel: It was highly pregnant at that time and needed to protect the unborn offspring in the spider´s body which was It´s host form in our reality. That´s why Pennywise could NOT fight them with everything it had. It is FEMALE and even when they destroy the spider form in the end - they kill the offspring but never fully destroyed IT. That´s what the ending in the novel implies.

IT" in 2017 was a total dumpster fire. His makeup was weak, and he didn't scare me at all. But the original Pennywise from 1990? Now, that clown gave me nightmares for months. I remember being afraid to take showers in 2009, afraid he'd jump out of the sink hole. The CGI makeup in the remake was just abysmal and didn't hold a candle to the creepiness of the original.
