I think the mana was needed. 100 mana level 1 was ridiculous. You had no agency in lane. The buffs for CD were warranted granted his current most popular build lacks the same amount of haste prior S14.

People keep saying he is strong because his abilities are strong but they forget that his archetype (backline immobile mage) is weak in solo queue. Especially since assassins and skirmishers are so popular. ​hwei's problem is that he needs a team that keeps him safe to reliably do his job.@@eVill420

I love playing hwei and he made me want to play in the summoners rifts again. He is still “weaker” damage wise compared to other mages early game. Example : Nekko out trades/half healths you level 2 if you try trading 2 spells for each other. His level 6 ult feels like more like a slow than damage, but he feels great after level 8/9 damage and utility wise.

Neeko is a bad example since she's pretty much a lane bully who can't really team fight at all when she's behind cuz she has to go in to ult. Obviously if you aggressively trade with her you'll lose. Hwei can still out trade a lot of other mages.

Smolder is an ADC that relies on abilities. Only thing that hurts him in the games I played is people flying toward enemies with flying and expecting the ult to execute people early. It's a scaling champ so weak early is perfectly fine with me. I'm not saying he isn't weak but definitely doesn't need flat buffs, just a stronger early with a weaker late rebalance.

There's been plenty of champs with terrible winrates on release. I think both Syndra and Yasuo were like 30% WR because Windwall and Scatter the Weak were bugged.

let hwei cook! he's so fun. maybe scaling back his damage a smidge but i really like the lower cds. but with the smolder talk, i feel you're right. he's basically a minion till his execute which is such a really, really slow stack, and it's so hard for him to duel. maybe there's a new playstyle, but i feel he just feels almost clunky, especially supporting him. his q is kind of hard to land, his w is super slow, his e is nice but otherwise he's pretty immobile, and his r...idk what it really does.

They should´nt nerf his damage now. buildng mr is easy and hwei isn´t a burst mage anyway. it wouldn´t really make any sense for an immobile mage to have 0 threat at all (no hp/sustain nor damage)@@melafyre

I think the only thing that hold him back is the incentive for build Luden’s first instead of Lyandry’s even though Luden’s is a shadow of its former self. You want the mana and cdr, but since the new season Mana is no longer on Lyandry’s, so you’re forced into a weird spot where the Mana Dmg item is mid at best. And Malignance just got nerfed so its really confusing how Riot wants people to manage their mana this way. You can only WE so much during laning phase

You're very likely to fully stack it before you complete another item anyway, and you want to buy the lost chapter early because there's almost no benefit to buying it later in the game when you level up slower. Having a tear and lost chapter sitting in your inventory while you work towards a horizon focus is kinda goofy, just finish the item.

I think the buffs that he needed was to spam more spells just like other enchanters (karma/seraphine) but the damage might be too high, i think that they should have reversed the last damage buff on the 'e' when they reduced the cd
