There is another scene with Henry Bowers friend in the institution he was in (that it either took the form of, or maybe it was ghost) saying he needed Henry because he could only get them if they believe.

But typically It only targets those that believe in It, specifically children, or those that are weak minded. This is also the only time in the story Pennywise ever directly harms or kills anyone outside of Derry. But I reckon Henry having ties to It and Derry helped contribute to that.
