The problem with these laws is you can act the same way to 2 different people, and it's against the law for one, but not the other. Because it all depends on their feelings, and not your intentions.

Apparently we need more and more laws which are underpinned by 'common sense'. According to this 'lawyer' everything is really common sense and the law is clear; but he is unable to define what anything means. What this clearly means is that 'lawyers' will have a field day, making lots and lots of money. We have more laws which have nothing to do with 'crime', but hurt feelings. Just like 20 years ago when lawyers started to make big money over 'human rights' cases. Nothing to do with the wife of the PM being a human rights lawyer. Employers are already predicted to have to pay increased National Insurance, now they will have to spend more time and money having HR preventive measures. If a small business has not 'invested' in loads of HR procedures, they will be vulnerable at any future tribunal. If I was planning on running a business I would forget it, unless you could run it on your own or with members of your own family; anybody else is a potential threat.
