That plug in the tee is a drain valve. It prevents water from sitting in the pipe and freezing.

The reason probably why the newer pro sprays do not have a made in the USA label anymore is because it is more expensive to manufacture in the USA, so maybe Hunter scaled down the USA making in California to a lower amount. Sucks but thats how the ship sails.
