I've worked in high tech for over a decade. It was a male dominated industry at about 70% men (I'm female). From my analysis the hiring practice was to hire men just by preference whether a female was competent or not. I am not sure about Gov't agencies but I can confirm in the private industry that most large global corporations have goals of reaching 50% women. I've worked for several large consulting companies that make $65 billion per year. These companies use the inclusion and diversity culture to attract talent.

What's odd about DEI is the age discrimination, I see more boomers or young females being hired for high level in the state department. I suspect for the boomers it's so they won't have to pay out their 401k % match for too long , because in a few years they'll retire soon compared to a young responsible male that who would hold on to it for decades with compound interest at the states expense. I suspect females because they're are typically financially irresponsible. The females that I've came across working for the state would pull from their savings even 401k knowing the penalties just for travel and superficial spending. I say this because I work for the state in a position that in literally over qualified for, it literally took them 2 years to fill a position that I chronically applied for and when they did it was for a guy 65 years old. I also come to find out a woman that's in a position over me doesn't even have bachelor's degree for a position that requires it. So it's a dirty game out here. In my crossings I've seen moreDEI hiring as far as boomers and females💯.
