I think there were some misunderstandings in the script, really. I think Dream intended for it to be Wilbur, but Wilbur was under the impression that it was Techno. So they both ended up becoming villains, and therefore I'd say we can just think of both of them as the traitors (even though Techno never really betrayed anything).

Will is actually a hero to me in this story, so hear me out. He started as a leader, a hero even. But then he lived for too long, and got enough. I would not imagine him as a villain, but more as someone who had enough of living, someone who wanted peace. And to do that, he had to make sure that the old burden of his, would disappear for as long as possible. He wanted to make sure that L’manburg wouldn’t continue its bad history. And to do that, you have to completely rebuild it. So he blew it up. The saying “it was never meant to be” was just him saying, L’manburg is my curse, kinda. “My unfinished symphony” -Will (And this is just my theory and how I viewed the story, please no hate or drama in the comments)
