Reasons are as follows: 1. If sukuna is in someones body ( like Megumi or itadori ) any mind based attack can be send to the owner of that body like what sukuna did to Megumi when gojo used his domain expansion , so genjutsu won't work on him. 2. If sukuna activates his domain his domain's sure hit effect can slice Itachi ( there are two types of D.M , leathel and non leathel . Leathel domain have a effect known as sure hit effect , it mean if sukuna or any other leathel domain user's attack would reach there opponent no matter what). 3. Sukuna has R.C.T( Reversed Cursed Technique ) which allow him to heal any part of his body

Basically Itachi and Shisui's genjutsu can be used on people no matter of they have chakra or not so this would work however people also argue that Sukuna's DE will slice Itachi that I agree. However if Itachi used his Genjutsu first the whole thing sukuna is seeing is fake💀 Basically he never actually even used the DE in the first place. So it just depends on if Sukuna uses DE first or Itachi uses his Tsukuyomi first
