I have the new 12.9 iPad Pro and mine takes a fraction over 10 seconds to boot up from cold. So either iOS 11 is slowing it down or you've got a duff one.

Yea the older iPad is about dead on battery life this dosent deal like a honest test all iOS devices even without low power mode seem to slow them selves down around %10
