Regarding if Dragon would want to strike - no spoiler, just speculation - you think too narrowly. Dragon's enemy is the world government, not the navy - which is just one of it's arms. We already met Cypher Pol. If Dragon commits to the fight he may leave himself wide open, while only gaining victory over the WG's navy. What if the WG had the equivalent of a nuke? I'd too many threats converge in 1 place, then dropping it becomes a no-brainer, even if it costs you your navy. But Even without that, what does Dragon gain by defeating the navy? The WG will be more vulnerable, but also all pirates won't have any opposition. A lot of chaos to be sure, but how many islands will fall to gain victory? Can Dragon stand against the pirates after he defeats the WG, or did his revolution end with a world ruled by criminal pirates? I don't know if there even is an alternative, only that dragon's next move isn't so cut and dry as you may think
