Why you are acting like it's a big deal, Kashmir was the centre of science, Dharma mathematics, grammar, biology surgery, etc where our ancient rishis have lived like kashyap, panini , patanjali etc . Rome wasn't built in a day..the foremost priority of govt right now is connectivity infrastructure health facilities and colleges..libraries can wait for a while ..patience is the key especially when developmental work has been stalled for ovwr two decades!!
