对的。how it is run是被动语态。写完整了就是how it is run by the local government。

說真的，我從2018年就從舊金山待到2022，完全從他的興盛到衰敗看了一遍，科技業和Covid就是毀掉這個城市的兩大原因，城市裡原本就有為數眾多的homeless問題，當疫情爆發後，舊金山是全美第一個實施居家隔離的城市，也就是說市中心完全因為這個政策，整個商業區完全失去活力。非常美麗的一個海港城市就這樣被搞爛了，然後再回來看，那些科技業的收入極高，但對這個城市造成了什麼影響呢？把所有的消費拉高，讓其他不是科技業的人難以在這個城市生存。文章居然還把希望寄託於科技業重塑這個城市⋯⋯真的覺得寫文章的人根本對這個城市完全不了解，但凡你在那待過一陣子，都知道local討厭死科技業了，他們就是毀了這個城市的原因之一

非常感谢分享。您这里讲到很多单词的延伸意思。比如说"fray"这个单词。如何确定延伸意思。我之前理解是把一个普通的词翻译得更艺术。

谢谢您的提问。一个词的引申含义是基于它的核心意思延伸出的其它用法和其它相关的含义。比如fray这个词本意是磨损的意思。从磨损，损耗的意思可以关联到和friction相关的其它含义，比如争斗，争论，a battle or fight等等。

up主声音发紧发颤，很明显是紧张和想掩盖本身的方言口音，导致语音语调起伏不定，甚至有些拿腔作调，不用这样，就按照你平时说话的节奏来。

讲得不错！有个单词threaten在本文中不是威胁的意思，应该是to seem likely to happen or cause sth unpleasant的意思，例如：This dispute threatens to split the party.

谢谢您的留言! 这里threaten其实就是put something at risk的意思。比如说threaten the safety of the residents, 威胁到了居民的安全，也就是put the safety of the residents at risk。

@@englishwithsharon Threaten作为及物动词与宾语一起使用时的确有put sth at risk或endanger之意，但此处是作为不及物动词，与动词不定式一起使用，应该不是这个意思。牛津词典对此的解释【with infinitive】(of a situation or weather conditions)seem likely to produce an unpleasant or unwelcome result.朗文的解释是[intransitive, transitive] to be likely to happen or be in a bad situation。柯林斯的解释是If something unpleasant threatens to happen, it seems likely to happen。例如，The fighting is threatening to turn into full-scale war. [VERB to-infinitive]。这里的threaten肯定不是put sth at risk之意。Webster的解释很详细，threaten作为不及物动词有两个释义：threaten(intransitive verb)1. to utter threats;2. to portend evil（文中的意思）. 作及物动词有四个释义：1. to utter threats against.2. a: to give signs or warning of : PORTEND.The clouds threatened rain. b: to hang over dangerously : MENACE.Famine threatens the city. 3: to announce as intended or possible.The workers threatened a strike. 4: to cause to feel insecure or anxious. felt threatened by his brother's success. 个人看法，欢迎指正。
