It's not their choice and also the information above is misguided anyway as rats rarely eat their young in comparison to smaller rodents like mice and hamsters because they form stronger family bonds. Also when rats are kept in captivity they only have one place to give birth and that's their cage, if that cage feels incredibly unsafe or stressful they may neglect or eat SOME of their young if it seems absoultely necessary for their own survival and better care of the few they keep.

I've got a single hamster, and she's got a huge cage all to herself. And, she's got an entire spare bedroom to herself. I leave the cage open 24/7, so she's free to come and go as she pleases all night long. I block the entrance to the spare bedroom with a couple cardboard boxes, so she doesn't have access to the rest of the house. Interestingly, even though she has her own entire room, she spends most of the night in her cage, running on her wheel. Hamsters just love their wheel so much! Anyway, the way the rat owner is keeping the rats in crowded tiny cages is cruel.
