Once you verify a car is stolen it would be good to have access to a GPS Dart System. You could tag the vehicle before turning on your lights. This way even if they outrun you you can still track them.

Some cop cars have a system that continually scans plates. If the plate is flagged as stolen, or comes back with an erroneous tag/vehicle combo, the chase is on. You can argue the Constitutional legality (or ethics) in court, but it is what it is.
