Actually the whole "best swordsman in the seven kingdoms" title seems to be less official than one might think. In the north jon snow is the best swordsman, in the South its Jaime lannister, before that it was Arthur dayne or barriston selmy. The point is that no one has really taken the actual best swordsmen of the modern day and had them fight in a tourney to crown the best its just more so word of mouth.
