The whole video is pretty dense, so I'll provide a basic explanation of the relevant part: In the game Super Mario 64, there are enemies called Scuttlebugs. Each Scuttlebug constantly walks around a certain point in space, known as the Scuttlebug's home. When Mario is nearby, the Scuttlebug will lunge at him. When a Scuttlebug bumps into Mario, the Scuttlebug's home updates to the Scuttlebug's current position. Therefore, a player can move a Scuttlebug's home to a certain place near the Scuttlebug by positioning Mario at that place, luring the Scuttlebug there. By repeatedly doing this, the player can effectively transport the Scuttlebug around the map. This is known as Scuttlebug transportation. However, note that a Scuttlebug cannot leave the room that it's from. This is the fact that inspired the famous line. Apparently, people were pretty inspired by the idea of a Scuttlebug jamboree, so they made a lot of memes about it; "Jamboree" by UltChimi is one such meme.
