because when you listen to the whole album in sequence this song is supposed to act as a "commercial" between tracks 2 and 4 as if Frank is flipping through the channels. thats why the song kind of sounds like its playing over static or some old school radio station..its such an amazing snippet though i wish he did the whole song too!!!
