Whitebeard is stated to be the only person (of those known, which would obviously exclude characters such as Joyboy and Imu) to be Roger’s sole and only equal, in the manga. It is also stated in Databook Yellow that Whitebeard is the strongest pirate to ever challenge Roger for supremacy, which means he’s even stronger than Xebec, and since they’re equals, so is Roger. Thing is, Whitebeard reached his prime 2 years after God Valley, and Roger right before contracting an incurable disease.

Shiki was known according to the narrator for his massive fleet, Shiki accredits his strength in the beginning of the Edd War (himself) to his massive fleet. Shiki submits to Whitebeard upon their meeting, and Whitebeard feels casual about being able to dispose of him if he felt like it. Sengoku claims Roger would just beat Shiki in a fight (Chapter 0) and then escape his fleet. Shiki claims Roger could beat and escape the entire Navy, yet Shiki can’t beat just Sengoku and Garp. Xebec was their captain, he was the captain of the Rocks pirates, was generally strong and at least comparable to figures such as Shanks and Oden. But Whitebeard is literally stated even superior than Rocks indirectly through secondary and primary source material.

Kizaru didn't "tie" with Luffy by being as strong or stronger, they tied via Kizaru's extreme mobility allowing him to avoid Luffy until his gear 5 timer ran out. When Luffy actually landed a solid hit on him, it laid Kizaru out flat for several chapters. So Kizaru being several spots below Luffy makes perfect sense, he's not as strong as Luffy and we saw that clearly. He was just tricky to deal with

The fact that Rocks was the captain (even if not respected) of WB,BM, and Kaido is an insane feat. Sengoku even explicitly said that Rocks was Roger's biggest rival before WB left rocks. So, the only way Rocks isn't in the top 5 strongest OAT, is if he was someone like Buggy who luckily managed to form a strong organisation like cross guild recruiting Mihawk and crocodile while he himself was weak.

I think one thing to keep in mind with Kaido's 'top five' is that its from his perspective over time. He stated that he kept fighting people that the world expected him to lose against and won instead, or something to that effect and I feel like if that's his perspective on his own wins then how would he consider his losses? He's definitely grown stronger since his youth and so some of those individuals, as they were when they fought him then, might not stack up to him now. At the top tiers of One Piece I think Oda is trying to base the fight punching dynamic less on 'my number is bigger than yours' and more of a... I dunno, Smogon competitive Pokemon tiers thing? Like, Kaido is super strong and durable but Luffy's ridiculous power and speed was able to perform just the right amount of goofy speedy punch fighting to beat him. But Kizaru is faster than Luffy and so had an easier time fighting Luffy then Kaido would have and would likely struggle way, way more with Kaido himself. He's stated to be the 'Strongest Creature' and outside of a handful of very, very select characters I don't see him ever losing that spot at this point in the story. There might be people stronger than him, like maybe Im or whatever but I don't think there are many STRONGER than him, if you get what I mean. I dunno, this list was hilarious at any rate. Lol.

Also obviously Oda couldnt clutter the panel, putting like 10 characters behind luffy😂like Garp, Big Mom, Mihawk, etc. weren't there and we know they're comparable.

I don't blame people that much because Wano took a very long time and Whole Cake was before that but Luffy vs Katakuri and Luffy vs Kaido was the peak of the manga being about power/haki scaling. Luffy got stronger in these fights and a lot of the emphasis was him training from being outclassed to being able to fight them on a relatively even level. However, I think it's debatable whether Luffy ever became "stronger" than Kaido but Luffy reached his 'peak' and I'm pretty sure the story from now on isn't about Luffy getting even stronger but just mastering his peak form. Luffy is now Admiral/Yonko level but that doesn't mean he'll easily beat everyone else who is also that level or even that he won't ever struggle against people beneath that level. (After all how many people stronger than Luffy have had a hell of a time dealing with him?)

Pretty sure what Sengoku said is that Garp's team and the Roger Pirates teamed up to take down the Rocks Pirates. iirc, nothing was ever mentioned about who took down Xebec himself. When you take into consideration the monsters on the Rocks crew, it's honestly not surprising that they had to team up to take them down, no matter how strong Rocks was (Though he was almost definitely around prime Roger/Garp at the very least)

Rocks pirates also had Whitebeard, Kaido, Big Mom and Shiki. We don't know the specifics of what exactly happened during the incident. Sure, it could have been a 2v1 but it also could have been as extreme as a 2v4. The God Knights were also fighting, and I think Whitebeard was dealing with them as it was hinted that Figarland was the one to scar Whitebeard.

Kizaru didn’t pressure luffy that much, luffy just got tired because of kizauru speed and the time the battle took, but i think kizaru could damage luffy a bit, but compare how kaido hit luffy and what kizaru did, the only damage luffy took was passing through a barrier that was theoretically impossible for a human being TWICE

I am genuinely amazed Buggy wasn’t on here - especially given how this definitely has popularity bias. But this goes to show power scaling really doesn’t work, as generally there seems to be little logic here. On the micro scale (I.e the people around each other) this seems fairly reasonable, but on the macro scale this makes no sense. King is by far the biggest offender of being on here - he’s strong but relied far too much on his invulnerability for his actual fight. Also, this list didn’t even include the Seraphim! Not that I think they’d change much, but they’re definitely powerful - I mean one is Mihawk with extra abilities and that wasn’t even considered top 20 when the OG is top 5?

I think the fact the Blackbeard picks his battles and like to tank attacks, make people think he is weak. He defeated Ace before he got the quack fruit, and hia crew spankes the remaining white beards pirates so bad, they all retired. Shanks saying he should not be under estimated is enough sign he is strong af. We don't have a notable scar from anyone else on Shanks. It's crazy that King is even on this list, and Big Mom and Bb aren't. 2 of them are really underrated.

Few things wrong with your list 1. Imu is implied to have defeated joyboy yes but we don’t know what exactly happened so let’s not jump to conclusions (I’d do the same thing you did for Garp, Roger and WB which was making them interchangeable) 2. Mihawk and Shanks not being interchangable or Mihawk being put above Shanks (if you consider prime Shanks being two handed then you should’ve made them interchangeable, but if you roll with the take Shanks missing an arm isn’t weaker than Shanks with both arms then you could put Mihawk above Shanks or make them interchangeable) 3. Luffy being stronger than Kuzan and Akainu when Luffy just stalemated Kizaru in egghead who is weaker than both Akainu and Kuzan?? 4. Kuzan and Akainu being ranked WAY too low on the list 5. Rayleigh somehow being OVER Shiki who fought against both Sengoku and Garp but Sengoku and Garp are placed 8 and 5 and Rayleigh being in 13? 6. Big Mom being stronger than Luffy, Akainu, Kuzan, Shiki and Blackbeard and Rayleigh being stronger than Big Mom
