It should be noted that in December 1941 that Gallup had the largest Japanese community in New Mexico. When the Japanese internment order was issued the mayor and city council as well as the sheriff refused to comply, instead the mayor and city council passed a resolution declaring the local Japanese population to be loyal Americans.
