Apart from the crawling drill were there any other instances where a soldier would have to put his pouches to the left and right?

The regulation is to attach the pouches. Maybe during charging or in battlefield your kit would be a bit shabby, you would have your pouches left to right, otherwise a soldier must always observe the uniform regulations.

Usually different countries have different kind of of drills including marching and combat formation.
